Emily phoned the manufacturer of the collar and received the same advice the elderly woman had given her: the collar should have a bell attached to it. It was a long shot, and Emily knew it. She put the phone down and pondered what may have caused the shelter worker to get so tense. When Emily finally worked up the courage to contact them again, an hour had passed.
