Chinese chow chow
Perhaps this one is the most bear-looking dog you can find. The Chinese Chow Chow will for most of its entire life resemble a bear, especially the darker puppies. This is because of their fluffy faces.
Truthfully, we will continue to have cases of people confusing some animals for others. This could be funny in some cases but dangerous in others. We can only conclude by saying the most important thing is that you look after the animals that you end up living with properly and at the end of the day, they end up where they rightfully belong. This could be either at home or in the wild.
